After her job application is rejected by the police, a young woman named Aniuta starts her own investigation into and infiltrates a ring of car thieves. What she uncovers quickly gets ahead of her, and this culminates into her being kidnapped by one of said criminals. After she refuses to give him the information he seeks, the captor decides to tape her mouth shut and torment her with rats until she is rescued by her partner. This is from the 1987 Soviet film "Akseleratka" (Акселератка). The actress' name is Irina Shmeleva (Ирина Шмелева). The full movie is available on YouTube btw
